Pre NEL, it's seen they have a decent relationship. Kaiser has never truly experienced love in his life aside from what he's possible gotten from Ness. (whatever type of love you wanna consider it) I think they have/had a genuine connection as they seem to have been each other's only company.
Ness (The Magician) is someone who believes in magic (the impossible) and Kaiser (Blue Rose) is someone who strives to achieve the impossible.
I also think about how Kaiser allowed Ness to do his hair. I think about Kaisers past, you'd have to have a lot of trust in someone to allow them to touch you like that.
I just think that Kaiser simply doesn't understand the concept of being loved and giving love. A good way to describe Kaiser is "the abused become the abuser" (Means I'm not justifying or excusing Kaisers toxic personality)
Kaiser wanted a loyal follower, Ness was just that person.
In a way, that's a reason I think their relationship holds them back. Ness especially.
